南京轨道交通上盖物业发展实践与探索

本文阐述了南京轨道交通上盖物业发展历程与现状,总结了南京轨道交通上盖物业发展中的创新成果和实践经验,创新点主要有:建立了轨道交通专项土地储备制度、开展了场站周边“五个一体化”的城市设计、在地铁车站确权及划拨用地转商业性质上获得突破、以带方案或带条件挂牌方式进行一二级联动开发、探索了南京首例综合评议的股权转让模式、发行ABS进行市场化直接融资、尝试零星地块用于停车场和加油站开发等。最后结合南京轨道交通上盖物业开发面临的难题和瓶颈,从规划审批、土地政策、开发模式、技术规范等方面,提出城市轨道交通上盖物业开发策略与建议,继续探索地铁专项规划、土地利用规划、地块详细性规划和线路融资规划等多规合一;完善划拨、协议、作价等多种土地供给方式、构建多方利益共享协调新机制、加快研究行业规范和创新技术,以期实现城市轨道交通可持续健康发展。

This paper analyzes the development process and current situation of the cover development of Nanjing Metro system, summarizes the innovations and practical experiences in the process. Specifically, the paper elaborates the innovations in 7 aspects: it establishes a special land banking system for the construction of rail transit, carries out the urban design in compliance with “five integration”, makes breakthroughs in confirming the right of using the metro stations and commercializing the allocated land, transfer the right of use with developing plans or profitable terms to carry out the linkage development of first-second level of land, examines the first equity transfer under comprehensive appraisal, develops market direct financing by launching ABS, initiates developing parking lots and petrol station with scattered patches, etc. The paper concludes with strategies and suggestions for cover development of urban rail transit in coordination with planning and approval procedure, land policy, development mode and technical specifications based on the difficulties in the cover development of Nanjing Metro system. In order to achieve the sound and sustainable development of urban rail transit, the paper proposes that regulations concerning special planning for metro construction, general planning for land use, specific planning for patches and funding planning for routes should be integrated, land supplying methods of allocating, negotiating and evaluating should be improved, new mechanism achieving the sharing and coordinating of multilateral interests should be built, and the process of industry standards research and innovation study should be accelerated.
